Referenzen Vocational Education and Establishment of Training Centres
Brazil - Establishment of the German-Brazilian Technology Institute (DBTI)
bw-i provided support and advise for the establishment of the DBTI through procurement, delivery of didactic material, train-the-trainer measures (training DBTI's Brazilian technical instructors in German technical colleges), and long and short-term experts, who assisted in institution building and leading seminars. The centre serves these functions: Training at an advanced level in mechanical and industrial engineering (equivalent to the German "Fachhochschule"). Showcase of the German economy for new technologies: product presentation of machinery, equipment, and software under local conditions for potential customers. Further services include advising newcomers to the Brazilian market, promoting German enterprises’ export plans to Brazil, personnel training, marketing assistance, translations. Technology transfer centre allows for a fast exchange of information and technological know-how from Germany to South America, especially for SMEs in the development and improvement of products and technology. Model factory with the whole range of modern production techniques; serves as demonstration laboratory. Certification centre to independently carry out tests and certifications of products.
Brazil - Establishment of a National Centre for Environmental Technology in Curitiba/Parana
The major objectives of the centre include: the basic and advanced training of qualified environmental specialists (focus on environmental management and technology transfer); industrial consultations; assistance in introducing environment-friendly technologies; provision and installation of technical laboratories; and additional specialists’ training in the Federal Republic of Germany. In addition, training is offered to industry and public administration. Besides training, the centre also offers the following services: applied research; environmental analyses for the industrial sector; process-integrated solutions to environmental problems; consultation services for the introduction of environment-friendly technologies; and quality management. One of the core activities is waste water management. The centre also publishes information on environmental topics and activities and participates actively in public relations. Additionally, the centre supports other SENAI technology centres throughout Brazil in questions regarding the environment. Within the project’s framework, 30 multipliers (teachers, technicians, consultants) have been trained and have improved their qualifications.
Canada - Pilot Exchange Training Project for the Profession of “Industrial Merchant with International Marketing"
This project focused on the creation of a new profession "Industrial Merchant", especially for export-oriented and service industries. The project consisted of two parts: The first is acquiring training in new technologies and key qualifications for professions within the fields of metal and electrical work. The objectives can be summarised as follows: promotion of the general exchange of experience and information regarding the vocational education systems in Baden-Wurttemberg and Ontario, as well as regarding the specific fields of metal and electrical technology, focusing on the acquisition of key qualifications and training in new technologies. The second part of the project is a pilot training initiative for the new profession of "Industrial Merchant with International Marketing". The major aim is to develop business training with a focus on the needs of „export and international marketing“. Therefore, an exchange programme is being incorporated into the training programme.
Chile - Establishment of the German-Chilean Vocational Training Centre in Nunoa
bw-i was responsible for the adaptation of the vocational training curricula for the advanced technical training of skilled workers according to the requirements of private companies. In addition, bw-i provided consulting services regarding the provision of equipment, training the trainers, and technical workshops. Other services included consultation with the Ministry of Education on the content of dual-oriented vocational training, organisation of basic and advanced training of Chilean workers (industrial mechanics, toolmakers and electricians) in practical and theoretical subjects, establishment of model schemes which can be adapted to other vocational fields, contribution and co-financing of machinery and equipment, and organisation of further training of Chilean specialists, locally and in other South American countries.
Chile - Establishment and Operation of a Centre for Company Consultation and Technology Transfer in Concepcion
This project involved the consultation of small and medium-sized enterprises (SMEs) in the VII Region of Chile. bw-i assisted with technology transfer, public relations for SMEs, technical workshops and consulting services for SMEs. Direct consultations with small and medium-sized enterprises of the metal and wood-working trades focused on the application of suitable technologies, company management, business administration and organisation. Other services provided by bw-i included assisting in the transfer of technology from overseas, training of entrepreneurs and personnel, preparing the way for joint ventures of Chilean and foreign companies, providing technical equipment and training local specialists on the spot and in Germany to enable them to continue the work of the Consultation Centre.
China - Establishment of the Jiangsu Economic Management Institute in Nanjing
The main goals of this project were to provide advanced training of company managers in contemporary management methods, update curricula, sponsor workshops and seminars, and provide various services for industry. bw-i offered the following services: training lecturers from the Jiangsu Management Institute; preparing information and training material with a focus on management, marketing, controlling, quality management, and international co-operation; training in project management; and arrangement of further training facilities, both locally and in the Federal Republic of Germany. In addition, bw-i provided consultation services on the topics of business administration, technology, and quality management for local companies in co-operation with the Management Institute. Overall the project was meant to prepare the way for co-operation and joint ventures between Chinese and foreign companies.
El Salvador - Assistance in the Procurement of Laboratory Equipment for the University of Don Bosco, CITT II
bw-i provided assistance in the procurement of laboratory equipment for the University Don Bosco, especially for the material testing laboratory, metrology laboratory, CAD-rooms, and natural sciences laboratories. Other services included the review of existing equipment lists, definition of the required accuracy of machines and tools, organisation of the needed accessories and spare parts, preparation of tender documents, supervision and management of the tendering process, consulting for client and suppliers during the tender period, tender evaluation, and purchase inspection. In addition, bw-i assisted the client through planning in detail different laboratory lay-outs with consideration for technical and educational needs.
Guatemala - Erection of Six Radio Transmitters to Support Literacy Programmes in Guatemala
The aims of the project were to improve the basic education of the population and fight illiteracy within Guatemala. Therefore, educational and cultural programmes were created and transmitted by radio stations. The target group consists of all people over the age of 15 who do not have a primary and/or secondary school diploma. The programmes were broadcast daily in Spanish and several Mayan languages and were supported by local teachers who served as contact persons for all questions concerning the curricula. At the moment, there are over 30,000 students. In particular, the following services were provided: supply of technical equipment, erection and installation of six transmitters, training local staff to maintain these installations and training specialists to produce relevant radio programmes. The ultimate goal of the program was to improve the educational situation of ethnic and marginalised groups.
Indonesia - Establishment of a Wood-working Training and Company Consultation Centre in Jakarta
In an effort to support small and medium-sized wood-working companies, bw-i established a training/production facility and consultation centre for small and medium-sized wood-working companies and provided training courses for industry, as well as train the trainer programmes. The main goal was the conveyance of basic vocational knowledge and further practical and theoretical training for local personnel. Other services provided by bw-i included planning the production processes, designing the workshops, defining the required stock of machines, preparing tender documents and comparing proposals, bidder negotiations and purchase inspections, planning courses for entrepreneurs of small-sized trades and workshops, and arranging further training facilities for the instructors of the centre, locally, in Malaysia, and in the Federal Republic of Germany.
Indonesia - Balai Latihan Instruktur Bandung (BLIB)
The objective of the project is to train technical instructors from other VTC of Indonesia, especially in metal-working technologies. bw-i organised courses to train technical instructors in mechanical engineering, welding, and sheet-metal working. Instructors obtain a Technical Teacher’s License which enables them to teach in one of Indonesia’s 153 vocational training schools. Furthermore, the upgrading of technical and managerial skills are offered as a service to local trade and industry, e.g. advanced training courses for managers, heads of workshops, and foremen. Other services offered by bw-i included: definition of equipment and teaching material, preparation of tender and export documents, proposal evaluation, bidder selection, shipment and installation of equipment, trainer instruction, improvement of teaching material, and assistance for long and short-term experts.
Jamaica - Institutional Development of a Vocational Training Scheme for Unemployed Youths
The goal of this project was the institutional development of a vocational training scheme for unemployed youths in the informal sector. In order to get unemployed youths off the street, a vocational training scheme for instruction in the informal sector has been developed. The services provided by bw-i include the development of curricula for diverse trades, procurement, and the assignment of short-term experts for the imparting of craftsmen’s skills.
Kuwait - Training Measures and Job Opportunities in Chemical Process Technology
The rationale behind the consulting services was to plan a new industrial training institute or a new department at an existing training institute for providing labour-market-oriented training programs. Specific services offered by the BW-I include: - Analysis of specific labour market requirements and expectations in the fields of petrochemical and chemical Industries - Definition of required job profiles in the fields of petrochemical and chemical process technology - Room lay-out and equipment planning - Elaboration of cost estimates including investment expenditures for the proposed trades in the field of petrochemical and chemical process technology - Elaboration of an implementation plan and time schedule
Kuwait - Establishment of a Feasibility Study of the Development and Implementation of a Training Institute in the Fields of Hospitality, Fashion Design and Production, Hairstyling and Cosmetics/Body Care
The goal of the consultancy services was to plan and procure a training institute for providing the labour market-oriented training programmes for 11 trades within the three proposed service industries, namely the hospitality, fashion, and beauty Industries. Specific services included: analysis of explicit labour market requirements and expectations in the three service industries; definition of required job profiles; proposing training for the various trades; developing an organisational structure for the institute; proposing a strategy for the recruitment and training of teachers and instructors; room layout planning; elaboration of CAD-designed room positioning plan sets including axonometric view plans; equipment planning; technical specification of the equipment; preparation of tender documents and administration of the tendering process; bid evaluation; design and negotiation of contracts; and elaboration of an implementation plan and time schedule.
Malaysia - Establishing a High-tech Production Centre in the German-Malaysian Institute (GMI) in Kuala Lumpur
This project supported the creation of a CNC-production workshop with a CNC-turning machine, CNC-milling machine, 3-D coordinate measuring system, and CAD-workstations linked to a production system under realistic production conditions. bw-i was responsible for tender definition, proposal evaluation, inspection of purchases, and expert missions to install equipment and train instructors. In addition, bw-i organised practice-oriented courses by short-term experts from Germany on CNC production, CNC measuring and manufacturing techniques, and other subjects, such as work flow, methods, supervision, and programming. Furthermore, German companies may use this facility for traning purposes, courses, and meetings.
Peru - Establishment of the Instituto Tecnologico Superior (TECSUP) in Arequipa
In order to modernise and reconstruct industrial enterprises in the Arequipa Region, a new Higher Technology Institute was founded. The main objective was to provide advanced training to technicians and middle management staff, especially for small and medium-sized enterprises. Other services included: analysis of regional and economic needs; definition of level of entrance and upon completion, graduation, system integration; adaptation of curricula and definition of short courses for further development; building and room planning under the scope of pedagogical, functional, technical, architectural, and infrastructural needs; planning of equipment in the fields of electronics, automation, and mechanical engineering within the envisaged training objectives; organisation of learning groups and budgets; specification of goods and composition of tenders; comparison of proposals; preparation of export procedures, customs clearance purchase inspection, and acceptance report of expert missions; and instruction and training of staff by long and short-term experts.
Portugal - Co-operation with the Region Centro in the Field of Vocational Training
Supporting the Training Institution IEFP, including the introduction of practice-oriented vocational training courses at both basic and advanced levels, was the main goal of this project. bw-i developed an adapted training concept to improve the Portuguese vocational training system and to further integrate regional companies into the vocational training scheme. Additionally, bw-i sponsored activities to promote practice-oriented basic and advanced training and to sufficiently qualify workers for the actual needs of the local labour market.
Tunisia - Establishment of an Orthopedic Centre and Institutional Development
bw-i established an orthopedic centre and assisted with procurement. Additionally, bw-i developed curricula, trained counterparts, and arranged business contacts with German companies to enable the independent procurement of equipment in the future.
Vietnam - Upgrading of the Pedagogic Technical University (PUT) in Thu Duc, Ho Chi Minh City
This project was meant to establish and support model training facilities for technical instructors, including consulting equipment, train the trainer programmes and further training for entrepreneurs. In equipping and supporting technical training facilities in Ho Chi Minh City, a far-reaching effect is desired on other technical institutions within the country. Machinery, tools, laboratory installations and teaching materials are provided to establish training possibilities for different levels and short courses to upgrade skills of SME staff. Long-term experts of the German staff advise the Technical University and the Vietnamese Government to achieve this goal. Special efforts are made to incorporate modern pedagogical aspects in technical education and to teach these to the instructing personnel. Advanced further training facilities for Vietnamese instructors are provided locally and in the Federal Republic of Germany.
Vietnam - Establishment of a Management Training Centre
The Centre provides further management training seminars for active company managers, especially in project management, and bw-i created the teaching materials for these courses. By training local instructors on the job the Centre is able to continue its major aim. The transfer of know-how from Germany helped to support the reconstruction of the country. In addition, Vietnamese lecturers were trained in Germany. The Centre also provides advisory services to Vietnamese companies on the spot, focusing on business administration, technology, and quality management.
Vietnam - Seminar on Social Market Economy for Political Managers from Ministries and Economic Commissions
bw-i organised and implemented a seminar on Social Market Economy, as well as selecting and sending the experts. Subjects of the seminar included: social security, labour market policies, the economic order of the Federal Republic of Germany, the constitutional state, the private company in the Social Market Economy, and experiences and problems of the Social Market Economy.

Russia and Ukraine - Training Programme for Russian / Ukrainian Managers in Germany
Since 1997, the German Federal Government supports a training and traineeship programme for Russian junior managers initiated by the Russian President Boris Yeltsin and the German Chancellor Helmut Kohl. In 2000, a similar programme started for Ukraine. bw-i has been assigned by the German InWent gGmbH to lead one of the six consortia that execute the manager training programme. In co-operation with InWent, bw-i preselects the training candidates in Russia and Ukraine, carries out seminars, develops and coordinates traineeships in Germany, arranges the internships in German companies and evaluates the programme during a follow-up. Participants from both countries already have or will obtain decision-making authority in their companies. Thus, the programme provides a unique possibility to German companies that offer internship placements to the candidates: they have the chance to learn first-hand about market potentials and opportunities in Russia or Ukraine, they can initiate partnerships with companies in these countries and, by qualifying a Russian or Ukrainian junior manager, can advertise their companies. Every year, bw-i and its partners arrange internships for 60 to 70 Ukrainian and Russian managers from diverse industrial sectors.
Russia - International Co-operation Between Russia and the State of Baden-Wurttemberg in the Field of Management Training
This project consisted of the implementation of six two-week management courses in Baden-Wurttemberg for Russian managers. The subjects of the seminars included: market economy, marketing, project management, personnel management, cost calculation, controlling and financing. In addition, business contacts and visits to German enterprises were arranged.
Russia - Management Training for Russian Managers in St. Petersburg
This project consisted of the organisation of a series of training courses for top Russian managers in the Centre for Marketing and Management in St. Petersburg, conducted by staff members of German companies seeking access to the Russian market. Topics of the courses included modern company management in a social market economy, strategic management, project management, controlling, marketing and personnel management.
Belarus - Qualification of Managers in Matters of Strategic Business Planning
The training seminars "Working Out Strategic Planning for Belorussian Enterprises", as part of the German Transform Project "Training Programme for Executives of Strategic Management", took place several times in Minsk and in Baden-Wurttemberg. The seminars were carried out by bw-i in co-operation with the High School for Management and Marketing of the Belorussian Economic States University, in Minsk, Belarus, and the Centre of Management and Marketing (ZMM), "Progress", in St. Petersburg, Russia. Experienced German and Russian specialists gave lectures and performed workshops on topics such as management methods, project management, essential financial aspects and key concepts. In addition, participants took part in practical exercises on joint ventures, marketing, entrepreneurship, types of co-operation, crisis management and many others.

Bosnia - Management Training for Refugees Returning to Bosnia, in Zenica-Doboj
Baden-Wurttemberg initiated a program to assist returning refugees from Baden-Württemberg to Bosnia and Herzegovina. bw-i arranged management and practical training courses for these refugees, especially on the topics of SME development, start-up training and joint ventures. The program consisted of training for approx. 100 refugees, who wanted to return to Bosnia and Herzegovina and start a business there. In addition, 25 entrepreneurs from Zenica-Doboj, Bosnia received business training in Bosnia.
China - Training Courses for Chinese Officials from the Regional Government of Jiangsu

This project involved training courses in WTO, Market Economy and Export Marketing for Chinese administrative officials from Jiangsu. These seminars took place in Baden-Wurttemberg. bw-i was responsible for preparing information and training material; carrying out the training seminars and arranging further training facilities in Baden-Wurttemberg. The project aimed to train these officials, mostly department managers, in various subjects. The courses addressed managerial, organisational, technical and economical issues that would be helpful during the WTO application process. In the framework of this project, the capacity of the national, regional and local authorities to formulate and implement regional development policies has also been improved.


China - training courses for junior Chinese managers
Financed by the Baden Württemberg Ministry of Economic Affairs, bw-i provided advanced training for Chinese junior mana­gers either employed by companies with joint ventures with Baden-Wurttemberg companies or employed by companies from Baden-Wurttemberg with offices in China. Training in quality management (ISO 9000), marketing and human resource development were offered and contributed to improving the links between the regions of Liaoning and Jiangsu with Baden Württermberg.
Cuba - International Co-operation Between the Republic of Cuba and the State of Baden-Wurttemberg in the Field of Management Training
bw-i was responsible for the implementation of over 20 one-week management courses in Cuba and of 2 four-week management seminars in Baden-Wurttemberg, specifically designed for Cuban managers from key industries. The subjects taught included: market economy, international marketing, international legal issues, project management, human resource development, team and conflict management, organisation of exhibitions, cost calculation and controlling, production and quality management and types of enterprises and financing. From all of the participants in Cuba, 20 were selected and invited to Germany for further training, which includes several visits to German enterprises and the arrangement of business contacts. Between 1998 and 2003, over 400 days of training with more than 200 participants have been successfully conducted.

Russia - Establishment of a Consultation Centre for Start-ups and Small and Medium-sized Enterprises in St. Petersburg
Four independent institutions for SME consulting services and management training were united in a consultation centre for start-ups and small and medium-sized enterprises. Consulting experts from all involved institutions were trained by German consultants. In addition, numerous Russian companies were advised via on-the-job training for the Russian experts. Further consultation was given to encourage business relations between Russian and foreign companies and to promote access to European markets. Advanced training was given to the Russian consultants, both locally and in the Federal Republic of Germany.
