The first study identified the qualification needs of managers in small and medium-sized textile enterprises in Palestine and gave an overview of the textile sector in general. Through interviews and visits in textile enterprises, suggestions were made concerning the qualifications of managers especially in the fields of management and marketing, in addition to the already existing qualification offer. Furthermore, the development prospects of the Palestinian textile sector were identified, with special regard to domestic and foreign sales prospects. Additionally, a 5-day seminar for managers was held. The second study examined the ongoing projects in Palestine in the textile sector and generally (donors, countries, target groups, etc.) in order to identify the qualification needs of the region.

The goal of the consultancy services was to plan and procure a training institute for providing the labour market-oriented training programmes for 11 trades within the three proposed service industries, namely the hospitality, fashion, and beauty Industries. Specific services included: analysis of explicit labour market requirements and expectations in the three service industries; definition of required job profiles; proposing training for the various trades; developing an organisational structure for the institute; proposing a strategy for the recruitment and training of teachers and instructors; room layout planning; elaboration of CAD-designed room positioning plan sets including axonometric view plans; equipment planning; technical specification of the equipment; preparation of tender documents and administration of the tendering process; bid evaluation; design and negotiation of contracts; and elaboration of an implementation plan and time schedule.

bw-i completed an analysis of specific labour market requirements and expectations in the service industries. Other services included the definition of required job profiles, development of curricula, development of an organisational structure for the institute, lay-out design of classrooms, workshop planning, equipment procurement, preparation of tenders, bid evaluation and negotiation of contracts.

The rationale behind the consulting services was to plan a new industrial training institute or a new department at an existing training institute for providing labour-market-oriented training programs. Specific services offered by bw-i included:

• Analysis of specific labour market requirements and expectations in the fields of petrochemical and chemical Industries
• Definition of required job profiles in the fields of petrochemical and chemical process technology
• Room lay-out and equipment planning
• Elaboration of cost estimates including investment expenditures for the proposed trades in the field of petrochemical and chemical process technology
• Elaboration of an implementation plan and time schedule

The Twinning project contributes to consolidating an institutional framework that actively supports a future steady flow of foreign direct investment by means of strengthening the GAFI`s role as an investment promoter and as a policy reform advocator.
The project assists GAFI in improving the investment climate, developing an investment promotion strategy and target market oriented investment promotion measures. Furthermore, international experts give inputs on management operational procedures.

bw-i established an orthopedic centre and assisted with procurement. Additionally, bw-i developed curricula, trained counterparts, and arranged business contacts with German companies to enable the independent procurement of equipment in the future.
